Premio PODER for think tanks in Peru: the judges have a say

[Editor’s note: these interviews were conducted by Andrea Moncada to explain and support Premio PODER. The interviews are in English and Spanish. The award is the first of its kind in a developing country and is inspired by Prospect’ Magazine’s own Think Tank of the Year Award. The awards ceremony is on 23rd October 2013 in Lima. Stay tuned for the results. ]

The Premio PODER to the think tank of the year in Peru has received applications and will be announcing a series of winners on 23rd October 2013 at a ceremony in Lima. We asked some of the judges to share their views on research, the roles of think tanks and the importance of the award.

What is the state of applied research in Peru?

During these times you often hear about the need for our country to have policies favorable to the development of science and technology. Such a demand is pertinent and indispensable. The country requires that the creation of knowledge in science , both the natural and basic sciences, be promoted as well as the development of modern technology. However, this does not mean that the social sciences must be abandoned, as many universities in our country have done.

In economic terms, while it is true that in the last few years the science and technology research budget has increased, only 10% of it is destined to research proper. Peru does not count with a critical mass of researchers, and its infrastructure for research is incomplete.

Cuál cree que es el estado de la investigación aplicada en el Peru? Ei: calidad, financiamiento, visibilidad, etc.

En los tiempos que corren se oye hablar con frecuencia sobre la necesidad de que nuestro país cuente con políticas favorables al desarrollo de la ciencia y la tecnología. Tal demanda es pertinente e indispensable. El país requiere que se promueva de modo organizado la creación del conocimiento en el terreno de las ciencias, tanto naturales como básicas, así como el desarrollo de las más modernas tecnologías. Esto no debe entenderse, sin embargo, como el abandono de aquellas disciplinas no vinculadas a la tecnología, como las humanidades o ciencias sociales. Lamentablemente, así lo han entendido un gran número de universidades que han dejado de lado, cuando no han eliminado,  la investigación en estas áreas.

En términos económicos, si bien es cierto que en los últimos años el presupuesto del CONCYTEC, y de otros Fondos Públicos, como el FINCYT, y del Ministerio de la Producción, ha aumentado, seguimos a la saga en la región en cuanto a inversión estatal, y en los Institutos de Investigación públicos (con algunas honrosas excepciones), tan solo el 10% del presupuesto es destinado a investigación. El Perú no cuenta con la masa crítica necesaria de investigadores, y su infraestructura para investigación es incompleta

What roles can think tanks play in Peru?

Given that their activity consists of research and intellectual reflection on strategic national issues, think tanks must provide advice or solutions that later the government, political parties or other organizations could use for the appropriate ends.

Besides promoting policy, think tanks in Peru must, among other things, create and strengthen spaces for dialogue and debate; develop and train future decision makers and political cadres; and play a role of auditor of public stock.

¿Qué roles pueden jugar los think tanks en el Perú?

Dado que su actividad consiste en la investigación y reflexión intelectual, sobre asuntos estratégicos nacionales, desde los think tanks deben resultar consejos o directrices que posteriormente, el Gobierno, los partidos políticos u otras organizaciones podrían (y deberían) utilizar para los fines pertinentes.

Además de promover la adopción de políticas,  los think tanks en el Perú deberían, entre otras cosas, crear y fortalecen espacios de diálogo y debate; desarrollan y capacitar a futuros tomadores de decisiones y cuadros políticos; jugar un rol de auditor de las acciones públicas.

The PODER award looks to recognise and celebrate the role of think tanks in Peru. Why do you think this is important?

Because a contest such as this one helps to make visible what we want to recognise. In this case, the importance of doing research and multidisciplinary analysis which is independent, and the multiple and varied beneficial consequences that it brings. From this perspective, think tanks are quite important, not just to signal the potential of interdisciplinarian studies, but also to give research projects a route, and allow them to turn into public policy.

El premio PODER busca reconocer y celebrar la labor de los think tanks en el Perú  ¿por que considera esto importante?

Porque un concurso, con el consecuente premio, logra visibilizar lo que se reconoce con el premio. En este caso, la importancia de hacer investigación y análisis pluridisciplinario e independiente en el Perú de hoy, y de las múltiples, variadas y ventajosas consecuencias que esto trae consigo. En esa perspectiva, resultan muy importantes los “Think Tanks”, no solo para dar cuenta de la potencialidad de los estudios transversales e interdisciplinarios, sino para, a través de la reflexión, darles un norte a los trabajos de investigación realizados, y permitir que aquellos que prueben su eficacia se vayan visibilizando hasta convertirse en políticas públicas.

What is the state of applied research in Peru?

Applied research in Peru is in a very basic form, and of which there is little. We have much to build. Research in a country like Peru must be focused on achieving results and not just on producing a great number of books and volumes that are not disseminated. I know that many researchers do not think that way given their experience in developed countries, but we have to understand that in those countries there are incentives for private entities to finance research projects as well as State funds.

In Peru instances of successful research are those which show the quality and knowledge of the researcher, with an explicit interest in an institution or company willing to finance it, and a clear and specific problem to resolve.

In other countries researchers are freer to choose topics and there are funds to which they can recur. This is not the case in Peru and it will not be the case in the short term, which is why it is important for all parties to synchronize and get together to develop sectoral strategies and multidisciplinary solutions to the many problems and opportunities the country faces. For this to happen, it is important to have open and fluid communication.

¿Cuál cree que es el estado de la investigación aplicada en el Perú? Ei: calidad, financiamiento, visibilidad 

La investigación aplicada en el Perú está en un estadio muy básico, hay poca de calidad. Tenemos así mucho por construir. Investigación en un país como el Perú tiene que estar enfocada a lograr resultados y no quedar en voluminosas publicaciones y tratados muchas veces no difundidos. Sé que muchos investigadores no piensan así dada su experiencia en países desarrollados, pero tenemos que comprender que en esos países existen incentivos para las entidades privadas que financian proyectos de investigación y/o fondos del Estado.

En Perú los casos de investigación exitosa son aquellos en los que concurre la calidad y conocimiento del investigador, con un interés explícito de una institución o empresa dispuesta a financiar, y un objetivo claro o problema específico a resolver.

En otros países el investigador es más libre de escoger temas, y existen fondos a los que puede acudir. Acá no sucede así ni sucederá en el corto plazo, por eso es importante que las partes sintonicen y se acerquen productivamente para desarrollar estrategias sectoriales y soluciones multi-disciplinarias a los múltiples problemas y oportunidades que tiene el país. Para esto es importante una comunicación abierta y fluida.

What roles can think tanks play in Peru?

Think tanks have that peculiar characteristic of being perceived as neutral or without individual interests. Because of this they face the challenge of being facilitators in the articulation of sectors, of promoting dialogue between companies, the State and communities in light of regional or national interests.

All good think tanks are also connected to global networks that serve them and to which they contribute something. The effective use of these global networks shorten research times and costs; they make it so it is not about reinventing the wheel every time, but about constructing knowledge on top of existing information.

In Peru problems are in abundance and so are resources, but they are seldom used. Think tanks must focus not on diagnosing what we know but on developing pragmatic and innovative solutions.

¿Qué roles pueden jugar los think tanks en el Perú?

Los thinktanks tiene esa característica peculiar de ser percibidos como “neutros” o sin intereses individuales. Dado esto, tienen como gran reto ser los facilitadores en la articulación de los sectores, de promover el diálogo productivo entre de empresas, Estado y comunidades a la luz de intereses nacionales o regionales.

Todo buen thinktank además, está conectado a redes mundiales de las cuales se pueden servir y a las cuales también aporta. El buen uso de estas redes globales acorta tiempos de investigación y costos, hace que no se trate de “inventar la pólvora” cada vez, sino de construir conocimiento sobre el existente.

En Perú los problemas son infinitos y los recursos muchos pero poco utilizados, los thinktanks deben enfocarse no ha diagnosticar lo diagnosticado sino a diseñar soluciones pragmáticas e innovadoras.

The PODER award looks to recognise and celebrate the labor of think tanks in Peru. Why is this important?

First, because recognition is always a good motivation for those who are doing a good job and striving to improve. We know it is not an easy sector.

Second, because we are sure that it will help spread the importance of think tanks for the development of the country and it will serve as inspiration to many who may be interested.

Third, it is a clear message to the country that we need to support the development of knowledge through think tanks, and the need to coordinate between sectors and professional disciplines.

El premio PODER busca reconocer y celebrar la labor de los think tanks en el Perú  ¿por que considera esto importante?

Primero porque el reconocimiento es siempre una buena motivación para aquellos que lo están haciendo bien y esforzándose por mejorar. Sabemos que no es terreno sencillo.

En segundo lugar porque estamos seguros que ayudará a la difusión de la importancia de los thinktanks en el desarrollo del país y servirá como inspiración a muchos que pueden estar interesados.

Y tercero es el mensaje claro al país de la necesidad de apoyar el desarrollo de conocimiento también a través de thinktanks y la necesidad de coordinar entre los sectores y las disciplinas profesionales.

What is the state of applied research in Perú?

I think that there are some fields and some issues that are very well covered. There are, however, holes in research and unfortunately the main problem is the lack of quality control. In Peru we do not have the habit of submitting our research results to a stringent process by third parties and accepting criticism as constructive.

¿Cuál es el estado de la investigación aplicada en el Perú?

Yo creo que hay algunos campos y algunos temas que están muy buen cubiertos. Sin embargo, hay muchos vacios en la investigación y lamentablemente el principal problema es la falta de control de calidad. No hay en el Perú la costumbre de someter nuestros resultados de investigación a un examen muy consiente por terceras personas y aceptar las criticas como constructivas.

What roles can think tanks play in Peru?

There are several roles. The first and most important one is to provide new ideas for discussion, ideas related to public policies that are key to our country. The second is to provide people who have gone through the process of research and who can participate in productive activities or in the public sector, or in non governmental organizations of different natures.

¿Qué roles pueden jugar los think tanks en el Perú?

Hay varios roles. El primero y el más importante es aportar nuevas ideas para discusión, sobre todo relacionados con políticas públicas que son claves para el país. El segundo es aportar personas que habiendo pasado por el sistema de investigación puedan participar en actividades productivas o del sector público, o de ONG de distinta naturaleza para la cual se han preparado como investigadores.

The PODER award looks to recognise and celebrate the work of think tanks in Peru. Why do you think this is important?

Because I  think that in Peru there isn’t yet a conscience on the value of research centers for creating knowledge about what happens in the country and what public policies should be applied.

El premio PODER busca reconocer y celebrar la labor de los think tanks en el Perú  ¿por que considera esto importante?

Porque creo que todavía no existe en el Perú una conciencia sobre el valor de los centros de investigación de crear pensamiento sobre lo que pasa en el país y que políticas públicas se deberían aplicar a ello.

What is the state of applied research in Peru?

It is evident that research in Peru is underfunded, undervalued and that those positive effects that it has aren’t well known, so it is underpublicitised as well. There is no visibility of research in the public sphere. What is lacking are specialised sections on the issue in the media.

¿Cuál es el estado de la investigación aplicada en el Perú?

Es evidente que la investigación en el Perú esta subfinanciada, subvalorada y que aquellos efectos positivos que tiene no son muy conocidos, así que también es sub publicitada. No hay visibilidad de la investigación en el espacio público.  Lo que falta son secciones especializadas en el tema dentro de los medios.

What roles can think tanks play in Peru?

They can compensate for some shortcomings that hinder us from becoming a completely modern state. The lack of planning, the lack of a better research capacity in universities, and the lack of continuity and depth in governmental policies. These three shortcomings are compensated by think tanks.

¿Qué roles pueden jugar los think tanks en el Perú?

Compensar algunas faltas que nos hacen para ser un país cabalmente moderno. La falta de planeamiento, la falta de una mayor capacidad de investigación en las universidades, y la falta de continuidad y profundidad en las políticas del gobierno. Estas tres faltas se compensan con los think tanks.

The PODER award looks to recognise and celebrate the work of think tanks in Peru. Why do you think this is important?

First because this is paying attention and focusing on a sector that has been left aside and in that sense the award is not just an attempt to highlight a small group of organizations but to focus attention on the whole sector.

Primero porque esto es prestarle atención y poner los reflectores sobre un sector de actividad postergado y en esa medida el premio no es solo un intento de destacar a un pequeño grupo de estas organizaciones sino llamar la atención sobre el conjunto el sector.
