The Alliance for Health Policy and Systems Research (the Alliance) is a partnership hosted within the World Health Organization with the goal of promoting the generation and use of health policy and systems research (HPSR) as a means of strengthening health systems in low- and middle-income countries (LMICs). Its three strategic objectives are to 1) stimulate the generation and synthesis of policy-relevant health systems knowledge, encompassing evidence, tools and methods; 2) promote the dissemination and use of health policy and systems knowledge to improve the performance of health systems; and 3) facilitate the development of capacity for the generation, dissemination and use of HPSR knowledge among researchers, policy-makers and other stakeholders. The role
The consultant will provide technical expertise in monitoring, evaluation and learning approaches to support the Secretariat in further developing digital MEL systems. Technical input is also required with data collection and creating dashboards and reports for both monitoring and learning purposes using WHO-approved tools. 11-month contract (this is a part-time consultancy with an expected work duration of 4-5 days per month). Additional contracts may be offered based on satisfactory performance.
Key roles and responsibilities
- Deliverable 1: Contribute to the final development of the necessary data collection approaches and tools (e.g., databases using Microsoft Lists) and reports (e.g., using Microsoft PowerBI) across all 10 KPIs and for our quarterly reporting procedures.
- Deliverable 2: Collect occasional stories of change from programmes and outputs to feed into an information product (like a book or brochure) highlighting the impact of the Alliance as part of its 25th-anniversary celebrations.
- Deliverable 3: Advise on data collection and help to collect data using the agreed mechanisms.
- Deliverable 4: Provide technical input and facilitate the refinement of regular reports to key stakeholders, including the Scientific and Technical Advisory Committee (quarterly) and the Board (annually).
Experience and skills
Educational Qualifications
Essential:
- Bachelor’s degree in monitoring and evaluation, international development, programme management, data visualization, public health, social sciences, communications or related field.
Desirable:
- Master’s degree or higher in any of the above-mentioned fields.
Experience
Essential:
- At least five years’ experience supporting programme monitoring, evaluation or administration.
Desirable:
- Experience creating and working with monitoring databases and tools.
Skills/Knowledge
Essential:
- Knowledge of monitoring, evaluation and learning approaches.
- Familiarity with tools for monitoring and tracking projects, especially Microsoft Lists.
- Knowledge of reporting and data visualization best practices and approaches.
Desirable:
- Knowledge of PowerBI.
Languages required
