Kooperation Global is a German non-profit think tank advocating for evidence-based and impact-oriented development cooperation. We support German development actors in deploying funds where they demonstrably achieve the greatest impact, guided by rigorous scientific evidence. In times of scarce budgetary resources, we work to ensure development funds are allocated to programs with proven effectiveness. (Senior) Policy Advisor to shape German development policy through evidence-based recommendations, translating rigorous scientific evidence into politically implementable proposals that directly influence the allocation of development funds for maximum impact.

Key roles and responsibilities

  • Develop neglected but high-impact policy recommendations and successfully place them on the political agenda
  • Daily engagement with politicians, ministry staff, and civil society actors
  • Translate evidence-based recommendations into politically implementable proposals tailored to target audiences
  • Prioritize programs by cost-effectiveness using budget data and international evidence
  • Manage projects autonomously from conception to political implementation
  • Prepare complex evidence for various audiences (policy briefs, parliamentary discussions, stakeholder presentations)
  • Close collaboration with the development team while maintaining substantial project autonomy

Experience and skills expected of the post holder

Essential:

  • Solid knowledge and practical experience in both development cooperation and politics
  • Public affairs competence with enthusiasm for stakeholder engagement
  • Political acumen to translate evidence into implementable proposals
  • Analytical excellence in program prioritization using cost-effectiveness analysis
  • High degree of autonomy, self-organization, and project management skills
  • Excellent communication skills for diverse audiences

Desirable:

  • Several years’ experience in development policy, public affairs, or political advisory
  • Experience with BMZ, GIZ, KfW, or other development organizations
  • Knowledge of German parliamentary operations and ministerial decision-making processes
  • Familiarity with impact evaluations and cost-effectiveness analyses
  • Understanding of global health and development financing (e.g., Gavi, Global Fund)
  • Network within the German development community
