OTT is conducting a study using the Global Partnership for Education’s Knowledge and Innovation Exchange (GPE KIX) to better understand the specific processes that influence how evidence is used in education planning, policy, and practice in Low- and Middle-Income Countries (LMICs). This project will shift the analytical focus toward the perspective of decision-makers within ministries of education through deeper investigation into the “black box” of public policymaking operations, internal actors, and the broader political, economic, and social contexts of evidence uptake, and seeks to produce actionable guidance that better supports these officials in effectively integrating evidence into their daily institutional routines and policy work.
