The Centre of Policy and Legal Reform (CPLR) is one of Ukraine's most influential and longest-standing independent think tanks, founded in 1996 and based in Kyiv. The mission of the Centre of Policy and Legal Reform is to facilitate institutional reforms in Ukraine to strengthen democracy, the rule of law, and good governance. It aims for Ukraine to be a European state built on the principles of respect for human rights, democracy, rule of law, and good governance. Its areas of activity are constitutionalism, governance and public administration, judiciary, criminal justice, anti-corruption, and civil society development.
