CER aims to provide policy advice to the government and conduct research for development institutions on key development issues. It was established in April 1999 jointly by the Government of Uzbekistan and the United Nations Development Program. CER's mandate is as follows: (1) encourage proactive dialogue, provoking public discussions on development issues; (2) inform and influence policymakers, decision-makers, and other development partners by providing policy analysis and policy advice as well as independent expertise; (3) advocate and contribute to national capacity building; and (4) encourage the piloting and introduction of best practices.
