SPI/SAI runs under the school-running system of “two brands and one organization”. SPI under the direct leadership of the CPC Shanghai Municipal Committee aims to foster cadres of the Party and researchers of theories. As a significant department of the Municipal Committee, SPI plays a major role in the cultivation of leading cadres for the Party in Shanghai. It’s also the Party’s research center of philosophy and social sciences. Directly under the Shanghai Municipal People’s Government, SAI aims to foster civil servants, public administrators and policy researchers, and to carry out social science studies and policy consultation.
