Founded in the Republic of China in 1997, the Foundation is a non-profit, ultra-partisan private research institution dedicated to policy analysis and influence. Founded by Taiwan's Yoshino Ying and senior scholars, the foundation aims to develop into China's first-class state-level think tank.
