The Djibouti Center for Studies and Research (CERD) is a public scientific and technological establishment. It has legal personality and financial and administrative autonomy. It reports to the Ministry of Higher Education and Research, which exercises ex-post control and monitoring of these activities in accordance with the guidelines and objectives set by the government in terms of scientific research. As such, the Minister of Higher Education and Research gives this institution of Studies and scientific research the guidelines of general policy, to which it must comply, draws up performance contracts, monitors execution and demands accounts. It is organized into seven institutes: 1. Institute of Earth Sciences. 2. Institute for Life Sciences. 3. Institute of Science and New Technologies. 4. Institute of Social and Human Sciences. 5. Language Institute. 6. Institute for Political and Strategic Studies. 7. Institute for Medicinal Research.
