EM is an independent, non-profit public policy think tank that is mainly based in Uganda. However, it is also working towards establishing collaborative administrative secretariats in Nigeria, South Africa, Ethiopia, Ghana, Botswana and Angola. EM was founded by a team of experts from the research, public policy and evaluation fields who seek to integrate evidence-based practices in public policy decisions in Africa. Its thematic areas of research are economic growth and development, climate change and environment, and governance and democracy.
