The Fundación Carolina (FC) was created by agreement of the Council of Ministers on September 22, 2000, to promote cultural relations and cooperation in education and science between Spain and the countries of the Ibero-American Community of Nations and others with special historical, cultural and geographic ties. As an institution belonging to the Spanish cooperation system, the FC's mandate included the fulfillment of the United Nations Millennium Development Goals (MDGs).
