The Institute of Policy Analysis and Research- IPAR-Rwanda is an independent think tank with a reputation for high quality research and policy publications. IPAR’s mission is to enhance evidence policy making and promote the culture and capacity to debate and dialogue on policy issues in Rwanda through conducting timely , relevant, high quality, policy orientated analysis and research. IPAR-RWANDA has been operational in a wide range of fields structured around four themes: 1) Rural Lives and livelihoods: pathways to prosperity for the rural poor 2) Skills for tomorrow: transforming human capacity; 3) Rwanda S.A: developing a thriving private sector; 4); Citizen centered services: putting citizens at the center of service delivery. The core activities to fulfil IPAR’s mandate are; 1) Commissioning and conducting relevant research, 2) Building the capacity for policy research in Rwanda, 3) Establishing a culture of debate and dialogue about policy issues and policy options in Rwanda and 4) Build internal and external capacity to fulfil our mandate
