INCIPE is a private non-profit cultural foundation recognized by the Ministry of Culture (Ministerial Order of June 20, 1988). Founded as a Center for Foreign Policy Studies (CEPE),it adopts its current name in 1991, after the merger with INCI (Institute of International Issues, established in 1979), chaired by Ambassador Antonio Garrigues y Díaz-Cabañate. The basic purpose of INCIPE is to research and discuss the problems of Spanish foreign policy and contemporary international relations. The Foundation aims to contribute to a better understanding of these problems by the Spanish public and advocates for the defense of Spain's national interests in the world.
