Noire is an independent think tank and publisher dedicated to being a resource for government officials, business executives, journalists, educators and students, civic and religious leaders, and other interested citizens in order to help them better understand human services systems that specifically support the IDD/A population. Founded in 2017, NOIRE takes no institutional positions on matters of policy. Its goal is to start a conversation about the need for innovative disruptive service models and systems thinking leaders to better serve the needs of people who experience intellectual and developmental distinctions and autism.
