The Ibero-American Observatory of Science, Technology and Society (OCTS) was created in 2008 with the mission of developing a program of strategic studies in Science, Technology and Society that investigates the frontiers of science and the social demands of peoples of Latin America. The search, processing and dissemination of information are the main focus of attention for the OCTS. To this end, its most important task is to obtain evidence about the capacities, challenges and opportunities of Latin American countries in the field of science and technology, as well as their aptitudes for the practice of scientific research, technological development and the innovation. Scientific culture is also part of the central core of their concerns, to the extent that citizen participation is a necessary condition for the democratization of decision making in these strategic issues.
