Project brief
This project aims to understand the factors that enable and constrain the willingness of key stakeholders in Indonesia’s social protection sector to act in pursuit of key development goals. As such, drawing on (but not limited to) the political settlements approach described in the 2017 World Development Report, the research will answer the following questions:
- What are the triggers (political, economic, social or ethical) for social protection policy making in Indonesia?
- What are the interests, incentives and beliefs of the different (political) actors involved in social protection policymaking? How do these actors interact with one another and what effect does this have in the support of (or lack thereof) social protection policymaking?
Given the limited time and availability of information, the specific policy areas to be explored include: social assistance and key development parts of social insurance. This study will inform the World Bank’s social protection flagship programme in Indonesia.
