A precursor to OTT Conference 2024, this event will explore the critical role of think tanks in crafting inclusive policies for the digitalisation of public services, such as education.
The rapid pace of digitalisation presents vast opportunities, yet it also creates and exacerbates inequalities, particularly among disadvantaged communities and in the Global South. The digital sector often outpaces policy capacity, leaving a gap in understanding what is at stake and lacking sufficient research or policy experience to leverage the opportunities and navigate the emerging challenges.
Addressing these issues requires breaking away from traditional research models and dynamics. We must embrace diverse disciplines– from programming expertise to psychology. And we must incorporate perspectives from multiple communities, especially where innovative solutions to resource constraints and infrastructure development in geographically dispersed areas are being pioneered. By learning from successes and challenges, we can develop more inclusive and equitable approaches to digitalisation worldwide.

The session will explore the challenges that rapid changes in technology present to our societies and how think tanks can better respond to them. The speakers will share cases from across the world to illustrate new ways in which think tanks can better understand developments in this field, generate sound advice in a context of uncertainty, and pursue the interests of the most vulnerable.
