OTT is a global platform for change committed to promoting better-informed policies. We support think tanks, research organisations and their funders to strengthen evidence-informed decision-making. Working across the evidence-informed policy ecosystem, we combine advisory and consulting services with a global community and platform to drive meaningful and lasting change.
Our approach
OTT is a social enterprise. We combine grants, consulting services, membership and project participation fees, and responsible investments to ensure the sustainability of our mission.
Our work is guided by four core principles: openness in sharing knowledge and lessons learned; curiosity through continuous experimentation and learning; diversity of perspectives across regions, disciplines, and sectors; and a strong mission to promote better-informed policies by supporting long-term agendas, local organisations, evidence generation and use, sustainable business models, and strong policy research communities.

We work with think tanks, research organisations and their funders to design and deliver tailored support to their unique challenges. Our work spans programme design, strategy development, evaluation, learning facilitation and organisational transformation. All our work has public good at their heart. On Think Tanks enables a global community of think tanks, funders and practitioners to exchange experiences, develop capabilities and collectively advance evidence-informed policy.
We provide tailored, hands-on advisory support to help think tanks strengthen their strategies, organisational practices and policy influence. Our work includes advising leadership, supporting organisational development, strengthening monitoring, evaluation and learning systems, improving strategic communications and facilitating long-term strategic planning. We work alongside think tanks to navigate complexity, build resilience and improve their impact.
We support funders to design and manage strategic investments in evidence-informed policy, helping them make better-informed decisions that maximise impact and strengthen the ecosystems in which think tanks operate. Our advisory services include strategy development, portfolio design, learning facilitation, evaluation, research and sector analysis.
We work with policymakers, public institutions and other evidence users to strengthen how evidence is interpreted, applied and embedded in decision-making processes. Our support includes institutional strategy, capability development, learning facilitation and system-level research to improve how research informs policy and practice.
