The American Bar Association Center for Human Rights (Center), under the ABA’s Fund for Justice and Education, mobilizes lawyers to help threatened advocates, protect vulnerable communities, and hold governments accountable under law.

The role

The Center is seeking a paid, remote, part-time consultant with expertise in conventional arms control to support a campaign to promote responsible arms transfer policies under its Proxy Warfare Project. The consultancy is expected to begin in January 2022 and last for approximately one year, to end no later than January 31, 2023.

Key roles and responsibilities

The consultant will:

  • Engage with relevant UN and independent oversight mechanisms to build support for effective end use monitoring of arms transfers to ensure compliance with international human rights and humanitarian law.
  • Examine gaps in existing end use monitoring regimes and identify means to fill these gaps at both the bilateral and multilateral level.
  • Coordinate with other non-governmental organizations working on this issue.
  • Develop an outreach plan to raise awareness about this issue among relevant policy makers and the press in arms exporting countries.

Experience and skills

The ideal candidate will have:

  • A JD or PhD in a field related to public international law, international humanitarian law, human rights, and/or conflict resolution.
  • 7-10 years of working experience, with particular emphasis on experience related to arms trade issues and international human rights and humanitarian law
  • Strong analytical and writing skills
  • Proven track record of UN-targeted policy research and advocacy work.
