WRR aims to promote a long-term view of government policies by exploring new problems, analyzing existing problems in a broad context, and identifying new perspectives and solutions. The council can deal with any topic of government policy, as long as it is concerned with the future, relates to major a social issue, and is not limited to a single sector in nature. The WRR Act of Establishment lays down a minimum of five members and a maximum of 11, which are appointed for five years and may be reappointed once. The council has a bureau (scientific and administrative staff from various disciplines), which supports the multidisciplinary approach of its activities.
