Clara Richards

Clara has more than 15 years of experience in the policy and research field focused on supporting deep systemic change. She works with governments, think tanks, international organisations, donors and NGOs to encourage the improvement of public decision-making. She has done this through building relationships, developing capacity building interventions, mentoring, research and consultancy, including program evaluations and organizational assessments. In the last few years, Clara has co-led a small consultancy for policy change exploring and applying emerging paradigms and methodologies for innovation (such as Theory U, Liberating Structures and Design Thinking) that steer change, particularly complex environments. Clara was a Senior Programme Specialist at INASP and was a member of the Senior Management Team between 2015 and 2019. She was Director of a Building Capacity to Use Research Evidence (BCURE) project, leading an international team to build the capacity of policymakers to use research evidence in Ghana, Zimbabwe, South Africa and Uganda.Clara has experience in various contexts, including Africa, Latin America and Asia. She has also worked closely with the ODI’s Research and Policy in Development (RAPID) programme. She was formerly based in Argentina at the think tank CIPPEC, where she spent more than five years developing the policy influence and evaluation capacities of Latin American think tanks. Clara is Argentinian, based in Argentina and works in English and  Spanish.
