Developing a collaborative learning agenda on policy labs for the Jacobs Foundation

This project supports the Jacobs Foundation to explore and learn about the effectiveness of policy labs in promoting evidence use in education.

The Jacobs Foundation is partnering with education policy labs (EdLabs) in Côte d’Ivoire, Ghana, Switzerland and Colombia to strengthen evidence use in education policy. The Foundation is in the early stages of establishing a collaborative learning agenda on policy labs as mechanisms to strengthen capacities, cultures and systems of evidence use in education. The learning agenda will be set within a dynamic and rapidly expanding landscape, marked by the ‘labification’ of the policy field, the expansion of global interest in evidence use following the Covid-19 pandemic, and a growing community of education stakeholders with a particular interest in evidence use.

In October 2023, the Jacobs Foundation hosted a convening with EdLabs partners and other interested stakeholders to discuss the learning agenda. OTT supported the event, compiling a review of policy labs and their use as a mechanism to strengthen evidence use in education. It summarises existing knowledge on policy labs and evidence use in the education sector, and considers the implications and offers practical recommendations for the Jacobs Foundation, EdLabs partners and other interested stakeholders to advance their efforts.
