Simon Hearn

Simon is an independent consultant with twenty years’ experience in international development and evaluation. He specialises in learning-oriented monitoring and evaluation of complex systems change, focusing on research impact, policy influence, advocacy and organisational strengthening, particularly with the use of Outcome Mapping and Outcome Harvesting. He has experience working in Eastern, Southern and West Africa, South Asia, Western Balkans, Indonesia, UK, and North America, and on issues including climate change, education, agriculture, natural resource management and governance and accountability. He particularly enjoys combining his professional facilitation skills, graphic design and IT experience to develop online and face-to-face learning and sensemaking processes and systems. He is co-author of the RAPID Outcome Mapping Approach and has written extensively on topics including advocacy assessment, civil society engagement, networks, knowledge management and communities of practice. He is Coordinator of the Outcome Mapping Learning Community, associate of On Think Tanks and founder member of BetterEvaluation.
