IPS is an autonomous, not-for-profit, civil society organisation that was established in 1979 in Islamabad, Pakistan. It aims to promote policy-oriented research, dialogue, and human and technological development for better governance. For over forty years, IPS has provided a forum for informed discussions on national and international issues and highlighted the role of think tanks in modern democracies. Its research areas include affairs in Pakistan, international relations, faith and society, and science and technology. Its academic programmes are designed and run under the supervision of the National Academic Council (NAC).
